David Tingay joins PJA as Technical Director and Vanessa Burbridge as Consultant Transport Planner. Peter Mansell will support the transition as a sub-consultant, ensuring continuity for existing clients.

David Tingay, Technical Director

David Tingay

BEng (Hons) MCIHT

TECHNICAL DIRECTOR

David brings over 20 years of experience in traffic and highways. A highly versatile computer analyst, he is proficient in a wide range of traffic modelling software, AutoCAD design, and standard Microsoft applications.

David has played a key role in major transport projects, including leading junction capacity modelling and contributing to junction and car park design for the Broadmead Expansion scheme. His strong local knowledge and technical insight also supported stakeholder engagement.

In November 2025, David joined PJA as part of PJA’s acquisition of KTC.

Outside of work, David is a keen road cyclist. His passion for cycling brings valuable perspective to transport scheme design, ensuring that the needs of all road users—including cyclists—are considered alongside those of motorists.
